Strategy and Governance in the Quasi-Public Sector: The Quonset Development Corporation

Abstract:
This paper explores the economic and political forces that shaped strategy in a quasi-governmental corporation. In general, State governmental authorities have created the quasi-governmental organization in an effort to corporatize activities that look governmental but are not longer part of government?s mandates. The major drawback to accomplishing the mission has been that powerful and conflicting forces from politicians and special interest groups have distorted strategies, governance, and prevented execution on all major elements of performance. Only after major restructuring of the strategy and governance systems along lines of a private corporation has progress been made. We explore a classic example of this process at one Rhode Island quasi-governmental, Quonset-Davisville Management Corporation. The narrative reads that best board practices from the private sector can be applied to quasi-governmental corporations to improve oversight and strengthen the principal agent relationship. The experience in Rhode Island was to convince the political leadership that it was in its rational self-interest to embrace private sector styled governance practices at Quonset.
